
Aluminum Wiring in Ontario Homes: Insurance & Fix Costs
If your GTA home went up between 1965 and 1976, there's a real chance aluminum wiring runs through its walls. Here's what it means for your insurance, and what the accepted fix costs in 2026.
Why 1965–1976 GTA Homes Have Aluminum Branch Wiring
Aluminum branch wiring was used extensively in Canadian residential construction from 1965 to 1976, according to the Electrical Safety Authority. Builders switched from copper for one reason: cost. Copper prices spiked in the late 1960s, aluminum was cheap and conductive, and an entire construction boom got wired with it — which in the GTA means a very large share of the back-splits, side-splits and bungalows built during those years.
The short version of what it means for you today: unmitigated aluminum wiring can add roughly $1,200 to $2,400 per year to home insurance premiums, some insurers won't bind coverage at all without proof of remediation, and the fix insurers accept — copper pigtailing under an ESA permit — is commonly quoted in the low thousands for a whole house. A full rewire, the more thorough option, runs $15,000 to $35,000 for a typical GTA home in 2026.
Aluminum wiring is not illegal, and it is not automatically dangerous. The problems live at the connections, which is exactly why the standard fix targets them.
The Insurance Problem: Surcharges and Refused Coverage
Aluminum and copper behave differently at terminations. Aluminum expands and contracts more with heat, and connections made to devices rated only for copper can loosen over decades. Loose connections build resistance, resistance builds heat, and heat at a receptacle behind a couch is the failure mode insurers are pricing when they surcharge these homes.
So when you apply for coverage on a 1965–76 home, expect the question directly: does the home contain aluminum wiring? Answers matter. Some insurers apply the annual surcharge. Some require an inspection before binding. Some decline outright until remediation is documented. And discovering it mid-purchase is a classic GTA closing scramble — a home inspector flags aluminum on a Tuesday, and the buyer's broker wants an electrician's plan by Friday.
What satisfies insurers is specific: remediation done under an ESA permit, finished with a Certificate of Acceptance. That certificate is the document your broker actually wants to see. Handyman fixes without ESA paperwork don't move the premium, no matter how neat the work is.
Copper Pigtailing Under an ESA Permit: The Accepted Fix
Pigtailing means a licensed electrician opens every receptacle, switch and junction, and splices a short copper lead onto each aluminum conductor using connectors rated for joining the two metals. Devices then terminate on copper, which is what they were designed for. The aluminum stays in the walls; the risky connection points are eliminated.
The process is regulated. All electrical work in Ontario requires an ESA notification — separate from any municipal building permit, as we explain in our answer on ESA permits vs building permits — and only a Licensed Electrical Contractor, or the homeowner personally in their own home, may legally do the work. For a renovation-scale electrical job, ESA notification fees typically run about $90 to $300 and are usually built into the electrician's quote. When the work passes inspection, ESA issues the Certificate of Acceptance that insurance companies recognize.
Ontario electricians commonly quote whole-house pigtailing in the $2,000 to $6,000 range depending on the number of devices and panel condition — get a firm per-house quote, because device counts vary a lot between a 1,100 sq ft bungalow and a five-level back-split.
Pigtailing vs Full Rewire: When Each Makes Sense
Pigtailing is the pragmatic fix: a few thousand dollars, minimal wall damage, insurer-accepted, done in days. For a home you're insuring, keeping largely as-is, or preparing to sell, it's usually the right call. The premium savings alone — up to $2,400 a year — can pay back the cost in two or three years.
A full rewire replaces the aluminum entirely with copper and typically runs $15,000 to $35,000 for a whole house, plus drywall patching. It makes sense in narrower cases: when the wiring shows damage or amateur modifications, when you're upgrading a 60-amp or 100-amp service and adding significant load anyway, or — the big one — when a major renovation already has the walls open.
One thing pigtailing doesn't fix: capacity. A 1970 panel wasn't sized for EV chargers, induction ranges and heat pumps. If your renovation plans include those, weigh the rewire-plus-service-upgrade path before spending on pigtailing you might partially undo. It's one of the clearest examples of how sequencing decisions drive renovation costs up or down.
Folding the Fix into a Renovation: Open Walls Save Money
The expensive part of electrical work in a finished home isn't the wire — it's access. Fishing cable through insulated walls, cutting and patching drywall, repainting rooms that were fine before. A renovation removes that entire cost layer, because the walls are open for other reasons and the patching is already in the scope.

If you're finishing a basement, the ceiling is open and every branch circuit above it is exposed — the cheapest access you'll ever have. A kitchen renovation already involves new circuits for the range, island receptacles and lighting, so extending the electrician's visit to pigtail the rest of the house adds modest labour to a mobilization you're paying for anyway. The same logic applies to basement renovations and full-home projects.
Done separately, you pay the electrician's mobilization, the drywaller and the painter twice. Done together, once. On a typical GTA house the difference is real money, and the ESA Certificate of Acceptance lands in your file just as the renovation finishes — ready for your next insurance renewal.
Which GTA Neighbourhoods Sit in the Aluminum Window
The 1965–1976 window maps cleanly onto GTA growth patterns. The densest concentration is Scarborough and North York's back-split belt — areas like Bendale, Wexford and Agincourt — along with Etobicoke subdivisions of the same vintage. Thornhill's Markham side built up through the 1960s and 70s and sits in the window; so do Mississauga's earliest Erin Mills phases from the 1970s. In Halton, Oakville's College Park and Falgarwood are classic aluminum-era pockets — one local inspection firm estimates around 60 percent of 1965–78 homes there contain some aluminum wiring, though treat that as an estimate. Central and east Burlington's 1965–76 streets and Hamilton Mountain's later post-war expansion round out the list. Vaughan largely escaped: it stayed a small township until trunk sewers arrived in the late 1970s, after the aluminum era ended.
