Heating, Cooling, and Powering a Garden Suite: System Choices

Almost every garden suite we build in the GTA is all-electric with a cold-climate heat pump. Here is why that combination wins, and the panel, metering, and hot-water decisions that come with it.

The All-Electric Default and Why It Wins

Nearly every garden suite we build runs entirely on electricity: a cold-climate heat pump for heating and cooling, an electric or heat-pump water heater, electric cooking. No gas line crosses the yard.

The reasons are practical before they're environmental. Extending a gas service to a backyard building means trenching, a separate meter, TSSA-licensed gasfitting, and coordination with the utility — cost and schedule for a building too small to need it. A well-insulated 400–1,000 sq ft suite built to today's code has a tiny heating load; modern heat pumps carry it easily and give you summer cooling from the same equipment, which matters in a GTA July when a small building with good sun exposure heats up fast.

One trench from the main house or the street can carry everything an all-electric suite needs. Water and sanitary connections remain the bigger servicing story — we cover those in how garden suites get water, sewer, and hydro — but skipping gas removes an entire utility from the critical path.

Cold-Climate Heat Pumps: Sizing for GTA Winters

The heat pump question we hear most: will it keep up in January? With the right equipment, yes. Cold-climate rated units are designed to deliver useful heat through the kind of deep-freeze snaps Toronto winters throw at us, and most installations include a small electric backup element for the coldest hours — sized as insurance, rarely running.

Sizing is where small buildings punish sloppy work. An oversized unit short-cycles: it blasts, shuts off, and leaves the suite clammy in summer because it never runs long enough to dehumidify — a real comfort problem in humid GTA summers. We size from a heat-loss calculation on the actual design, not a rule of thumb per square foot.

Configuration choices for a typical suite:

  • Wall-mounted ductless heads — lowest cost, one head per zone; fine for open studio and one-bedroom plans
  • Slim ducted units — hidden in a bulkhead or closet, serving bedrooms through short duct runs; our default for two-bedroom and two-storey suites
  • Floor-mounted consoles — useful under windows where wall space is scarce

Bedroom doors close, so a single head in the living room can leave bedrooms cold; the ducted option solves that quietly.

Panel Capacity: Shared vs Separate Service

An all-electric suite needs real electrical capacity — heat pump, water heater, range, laundry. There are two ways to feed it: a sub-panel off the main house's service, or a separate service from the utility.

A sub-panel is the common route. It requires the main house to have capacity to spare, which is where older housing stock bites: plenty of pre-1960s GTA homes still run 60- or 100-amp services, and a 100-amp panel that already carries the house rarely has room for a whole second dwelling. A service upgrade is then part of the suite budget — commonly quoted in the $2,000–$5,000 range in the GTA for a 100-amp upgrade, though every project needs its own quote, and larger upgrades cost more.

A separate service gives the suite its own meter and its own account with the utility — cleaner for landlord-tenant billing, but it involves the local utility's connection process, fees, and timelines, which vary by city. All of this electrical work, either route, runs through an ESA notification filed by a licensed electrical contractor — that permit system is provincial and separate from the building permit. Soft costs including utility connections typically add $25,000–$70,000 to a Toronto garden suite before construction, so the servicing decision belongs in the first budget conversation, not the last.

Sub-Metering for Tenants: Options and Costs

If the suite will be rented, decide before drywall how utilities will be billed. Three workable arrangements:

Inclusive rent is simplest — you pay the property's utilities and price them into the rent. It suits shared services and family arrangements, but you carry the risk of a tenant who runs the heat pump hard.

A private check-meter on the suite's sub-panel measures the suite's actual consumption so you can bill the tenant transparently or simply understand your costs. It's an inexpensive device installed during the electrical rough-in, and far cheaper than adding it after.

A full separate utility service puts the account in the tenant's name entirely — the cleanest arrangement for a long-term rental, at the price of the connection costs and lead time above.

There's no universal right answer; a suite housing your parents needs none of this, while a pure rental benefits from clean separation. What we push clients to avoid is deciding after construction, when the affordable options are gone. Hot Water, Ventilation, and the Small-Space Advantage

Hot water in a suite is a two-way choice. A conventional electric tank is cheap and reliable but claims floor area. A heat-pump water heater cuts operating cost substantially, though it needs some air volume around it and sheds cool air — fine in a mechanical closet with a louvered door, and worth noting that Ontario's Home Renovation Savings program has offered rebates on heat pump water heaters, though program terms change and new-construction eligibility should be confirmed. Compact wall-hung electric tankless units exist, but their heavy amperage draw can force a bigger service — we run the numbers before recommending one.

Ventilation is not optional. A new suite is built tight, and a tight building without mechanical fresh air grows condensation and mould — especially in our climate, where indoor humidity meets cold windows all winter. Code requires ventilation for a new dwelling, and an HRV (heat recovery ventilator) is the right answer: continuous fresh air that recovers most of the heat from outgoing stale air.

The encouraging part: small, well-insulated buildings are cheap to condition. The same envelope that lets a modest heat pump carry the heating keeps every one of these systems small.

Operating Costs and Your Next Step

Owners planning a rental want the monthly picture. Exact figures depend on rates, envelope, and tenant habits, so we won't invent a number — but the shape is consistent: one modest all-electric utility load, plus the property-side costs of any dwelling: insurance on the new structure, maintenance, and the property tax increase that follows assessment. Against a two-bedroom GTA rent, these carrying costs leave healthy margin on a sensibly financed build.

Design decisions made early are what keep that margin healthy. Insulation beyond code minimums costs little on a 600 sq ft building and pays back every winter. Right-sized equipment outlasts oversized equipment. A check-meter installed at rough-in costs a fraction of retrofitting one.
