Who Can Legally Wire a Heated Floor in Ontario
Ontario law is unambiguous on this point. Electrical work — and an electric heated floor is electrical work, from the mat to the thermostat to the circuit feeding it — may only be done by a Licensed Electrical Contractor (LEC), or by a homeowner personally, in their own home. A tile setter cannot legally wire your floor. Neither can a general handyman, a flooring crew, or a contractor without an electrical licence, no matter how many mats they have laid.
In practice, a heated floor is a two-trade job and we run it that way: the tile team preps the floor and embeds the heating mat or cable, and a licensed electrician makes every electrical connection, wires the thermostat, and files the paperwork. The LEC must file an ESA notification of work within 48 hours of starting.
Homeowners doing their own wiring are legal but not exempt — you still file your own ESA notification, at higher non-contractor rates, and your work gets inspected to the same standard. Given that the electrical connections are a small fraction of the total job cost, most people conclude the DIY saving is not worth owning the risk. ESA Notification vs Building Permit: Which Applies
Two separate systems regulate renovations in Ontario, and heated floors sit almost entirely in one of them. Municipal building permits cover structural changes, plumbing systems and new dwelling units. Electrical work is regulated province-wide by the Electrical Safety Authority through its own notification (permit) system. The two do not overlap and one never substitutes for the other.
For a heated floor on its own — say, warming the tile in an existing bathroom or entryway without moving anything else — no building permit applies. Flooring is cosmetic work, and the heating system under it is ESA's jurisdiction alone. The ESA notification is the only paperwork the job needs.
The building permit enters the picture only when the surrounding project triggers it: a bathroom renovation that relocates drains or supply lines, a wall coming out, or a heated floor installed as part of a legal basement suite. In those cases you carry both a municipal permit for the construction scope and an ESA notification for the electrical scope, filed and inspected independently. The Inspection: What ESA Checks Before Tile Goes Down
Timing is everything with a heated floor inspection, because once tile covers the cable, nothing can be verified without demolition. The sequence on a properly run job looks like this: the mat or cable is laid out to the manufacturer's spacing, kept clear of fixtures and cabinet footprints, and resistance-tested with a meter — once out of the box, again after placement, and again after the covering layer goes on — to prove the element was not nicked during handling.
The ESA inspection slots into that window between rough wiring and covering. The inspector reviews the circuit, the connections, the GFCI protection and the installation against the Ontario Electrical Safety Code, and the notification stays open until the work passes. On renovation scopes the notification remains valid for 12 months, so there is no panic if tile and grout follow weeks later.

Thermostats, GFCI and Dedicated Circuits Explained
Three electrical details decide whether a heated floor is safe, comfortable and code-compliant.
- GFCI protection. A heated floor lives in wet areas, so ground-fault protection is mandatory. Modern floor-heating thermostats have Class A GFCI built in, which is the cleanest way to meet the requirement — the protection sits right at the point of control.
- The thermostat itself. Floor-heating thermostats use an in-floor sensor embedded beside the cable, controlling the actual tile temperature rather than air temperature. Programmable models matter more here than with any other heating: warming the floor for 6 a.m. and letting it rest mid-day is where the operating cost stays reasonable.
- Circuit capacity. A small bathroom mat draws modest power, but larger floors — a big ensuite, a heated basement bathroom plus adjoining area — can need a dedicated circuit from the panel. Your electrician calculates the load and decides; in older GTA homes with crowded 100-amp panels, that conversation is worth having before you fall in love with heating the whole floor plan.

Insurance and Resale: Why the Paperwork Matters Later
The ESA notification costs less than the thermostat, and it is the document that protects the whole investment. Insurers ask about electrical work when you file a claim; unpermitted wiring gives them an opening to deny it, and a heated floor is by definition wiring embedded in a wet-area floor. If a defect ever caused damage, the difference between an ESA-inspected installation and an undocumented one could be the difference between a covered claim and a fight.
Resale is the slower version of the same problem. Buyers' home inspectors flag floor heating with no visible documentation, and buyers' lawyers ask questions that "the previous owner had a guy" does not answer. An ESA record closes the topic in one sentence.
There is also a straightforward warranty angle: heating-mat manufacturers require installation by qualified trades and proof of the resistance tests to honour their product warranties, which commonly run decades for the embedded element. Skip the process and you are self-insuring a product designed to outlive your tile. Typical Permit and Electrical Costs on a Heated Floor Job
As of 2026, the numbers are modest relative to the renovation around them. A heated bathroom floor typically adds $1,500-$3,000 to a bathroom or flooring project — that covers the mat or cable system, the thermostat, the electrician's labour and the ESA paperwork. When does a heated floor make sense? Strongest case: bathrooms getting new tile anyway — the incremental cost is small once the floor is already open, and it is the upgrade our clients mention most afterwards. Weakest case: retrofitting under an existing floor you were not planning to replace, because demolition swamps the heating cost.
